roughout the project lifecycle and proposes corresponding improvement suggestions.KeywordsProject Agency System; Agency Construction Fee; Agency Construction Management and Services; Whole-Process Project Management论代建企业全过程管理工程的阻碍与对策刘林生知城(广州)建设工程有限公司,中国·广东广州 510700摘要代建合同签订的核心在于明确代建人须按建设单位要求的投资额、工期、安全生产标准、建设流程、竣工验收、资料归档、质量缺陷维护、等完成项目交付。然而在实际项目管理中,建设业主打包式的委托任务,需要代业主服务项目所有大大小小事务,但不放权的乱象,代建工作的范围与职责常因界定模糊、权责不清而难以落实,导致项目全过程管理面临目标偏离、协调困难、风险责任归属不明等多重阻碍。本文基于笔者多年设计院与代业主代建项目管理经验,对当前代建制度在项目全过程实施中的矛盾进行分析,并提出相应改进建议。关键词代建制;代建费;代建管理与服务;项目全过程管理【作者简介】刘林生(1986—),男,中国广东人,本科,助理工程师,从事建筑工程项目管理研究。1 引言笔者自2010年毕业以来,先后于广州某甲级设计院工作十年,并相继五年的代建项目管理经验,主要从事设计技术管理相关工作。本文立足房建类项目,探讨代建制与全过程管理中的关键问题。工程项目管理是项目实施阶段的重要撑舵领航的组成,代建单位承担着每个代建工程全部责任、进度、质量、全过程管理,每个项目都需要与委托业主厘清合约的职责分工,共同的方向才能推进项目的建设。尽管各省、市、区代建企业均已建立适合自身代建管理的相应制度,但在工程项目全过程代建中仍存在多阶段矛盾,下文将逐一论述。
